Kernel fun => dreaded "locale not supported" problem

I believe that the original problem emerged because installing a new
kernel from Edgy also caused libc6 to be upgraded (and not downgraded
on 2.6.17 kernel removal), which seems to break things.
I have Dapper installed and wanted to install some package which
depends on a newer libc6 than Dapper has, so I temporarily switched to
Edgy main repository and fixed the broken dependency by upgrading
libc6. However, straight after that I noticed similar symptoms as David
did, for example,
$ locale -a
locale: Cannot set LC_COLLATE to default locale: File not found
C
POSIX
fi_FI.utf8
But after upgrading the 'locales' package, too, the problem was
magically fixed. So it seems that either
1) upgrading locales to the Edgy version, or
2) downgrading libc6 if possible
is the key.
