problem writing iso file to disk

I get the following error message when trying to use CDBurner XP Pro3 to write my downloaded ISO file to disk:
"The loaded disk is not empty. Please insert an empty disk and try again."
In fact, the loaded disk *is* empty (I tried with 2 separate empty disks, and on two separate burners -- the system identifies the disks as blank beforehand). I am running WinXP home. Not being sure whether I had the latest Microsoft Windows Media
Format 9.0 Update, I downloaded it and installed it as suggested before installing CDBurner. There were no error messages during install.
Does anyone have a suggestion?
