It seems as though the perimisions have been messed up.  You
may want to do the following.
chmod 644 /etc/maplotlibrc

That should fix things.  In the future, you can do 'ls -l'
to see what the permissions are.  man chmod for a
description of things.

As far as rm not working, if you had specified -f it would
have worked.
