Which "tuner" software to use?

How did you get your tuner to work? I have a KWorld KW-878RF-PRO. In
TVTime, I get a fuzzy scrammbled-like picture. When I change the
channels, I can tell it's receiving a signal because I can tell the
channels are changing, however that fuzz remains and makes it
unviewable. What were the steps you took to get your card to work?
