reset the debian-sys-maint password in /etc/mysql/debian.conf?

Hello all,

a client of mine has managed to dump his mysql users table, and I need 
to recreate the debian-sys-maint user for mysql.  That I can do, but 
what is the encryption scheme in the /etc/mysql/debian.conf file in the 
password line? It is not the same string as the value stored in mysql 
itself.

Is there a way to regenerate that file and/or that user?
