How to develope programs in Ubuntu using C

(1) If you're asking how you can write your own 'C' programs on the
Ubuntu platform, you can install the compiler(s) with sudo apt-get
install build-essential.

(2) If you're saying that you are a novice programmer and want to build
code that will go _into_ Ubuntu, I'd start at (1) and see how that goes.
