Actually, I have done a Woody to Breezy dist-uprade.  Not the most elegant
experience, but using the standard

sudo apt-get -f install

and tediously hitting enter to take the default configuration for every
single X package, it worked fine.

There are pitfalls and the upgrade process may be less smooth, but I hardly
think it is doomed to fail.  It may not be for the unititiated, but it
cetainly is possible.
