/etc/environment not always sourced?

Hi,

I have a doubt regarding environment settings in Ubuntu, particularly
with the LANG and LANGUAGE variables.

On a tty:
$ echo $LANG
es_AR.UTF-8
$ echo $LANGUAGE
es_AR:es

(which is correct)

On gnome-terminal:
$ echo $LANG
es_ES.UTF-8
$ echo $LANGUAGE
es_ES.UTF-8

(which is NOT correct)

The setting from a regular terminal is consistent with what I've chosen
in System->Administration->Language selector and it seems that that
information is stored in /etc/environment

Why is the LANG setting in gnome-terminal wrong? How can I correct that?

I know that an "easy" way would be to set it directly in ~/.bashrc, but
I'd like to do it in the right way.
