You misunderstood, the fglrx driver _is_ ATi's proprietary binary
driver. And yes, they are known for being pretty crappy, but are the
only way to get 3D hardware acceleration on most ATi cards. The free
driver is called "ati" in the xorg.conf file, and is in the package
xserver-xorg-driver-ati. IIRC the ati driver supports 3D hardware accel
only for a few select older ATi chips
