locales in dapper

Hello,

Usually I can configure locales in a debian/ubuntu system by doing

dpkg-reconfigure locales

then I can chosse which locales I want to generate (with dialog or
something). When I do that in Dapper I cannot configure anything
Dapper just generates some locales, why is this?

To avoid some trouble I had with unicode I set LANG=en_US. But I
noticed that some apps cannot start with this settings. One is for
example quodlibet. If LANG=en_US.utf-8 quodlibet works prefectly.
