I too have been having issues with NetworkManager as of late, but on
an entirely different card (ipw2200 Centrino). It is exhibiting the
exact same symptoms, so for the time being, I've given up on NM
entirely. If NM worked consistently, I would love it, but as it is,
it's not too great.

One alternative you can try is netapplet. It's not quite as fancy, but
it does the job as far as I'm concerned, and it doesn't fail to work
like NM does quite consistently.

In other words, yes, it's probably a bug, and it affects more than
just the Airport.
