UTF-8 problem in the console

Hello,

I've just install breezy and I have a strange behaviour with some key like "é"
in the console.

I've kept my previous /home partition and If I log as my usual user in the
console I'm able to use the "é" character in the console BUT if I create a
new user, all the "é" characters are replaced by strange things.

I don't remember having changed something in the configuration of my usual
user corresponding to the encoding.

Does someone have an idea of the reason of the problem and how to correct it ?

Here is the result of the local command
berti at neptune:/tmp$ locale
LANG=fr_BE.UTF-8
LC_CTYPE="fr_BE.UTF-8"
LC_NUMERIC="fr_BE.UTF-8"
