Customize default new user settings?

Actually, I want to make it so whenever a new user is added, their
initial settings will be like I want them. That way I can add 5 or 6
(or more) new users and they'll all have the settings I defined ahead
of time. I know how to modify a single logged in user, I just don't
know how to change the default new users settings.
