Have you tried running these:

$sudo modprobe hidp
$sudo hcid
$sudo hidd --connect aa:bb:cc:dd:ee:ff (where that string is the
bluetooth address of the mouse)
$sudo hidd --server

(ripped from forums)

I know when I had issues setting mine up, I did things that way first to
get things working, then when things were working, I edited the config
file.
