Breezy Dell I8500 cpufreq problem ?

I had this problem, or at least, one very like it. It was caused by
powernowd, I shut that down, and turned it off in the rc scripts, and
the problem went away. You might want to turn it on when you're on
batteries, to save power, but I am usually hooked up to AC and it was
frequing annoying.
