nscd: Package installation doesn't create directories

After installing the package (and modifying /etc/nscd.conf to set
enable-cache to "no" for passwd and group, leaving hosts as "yes"),
"nscd -d" reports:
13291: cannot create /var/db/nscd/hosts; no persistent database used
13291: /var/run/nscd/socket: No such file or directory
and exits. After "mkdir /var/run/nscd", "nscd -d" reports:
13327: cannot create /var/db/nscd/hosts; no persistent database used
and continues to run.
