How can I help make Ubuntu better???

As I have been reading the About to give up again thread, I vented in a
previous message a little bit about my frustrations with the distro, so
now the question falls on me.  What can I do to help?  So I throw it out
to you folks

I am not a programmer (other than some web stuff), Im an IT manager who
loves linux for its stability and freeness (as in cost).  I am playing
around with Ubuntu on my laptop, and I really like it, but there are
some frustrations as well, and I would really like to know how I can
help make this better.  Im willing to do it, (within bounds) if someone
can tell me what to do.  

Maybe if it were a little more commonly known how to properly point out
problems, and get help, and get feed back that our problem is at least
acknowledged, more people would be willing to help.  

I'm willing if someone will point me in the right direction
