installing Ubuntu on a machine with only dialup connection

IIRC, two CDs are sent in the above method, one of them is a live CD and the
other installation CD. The installation CD has only so many
software/applications on it. After installing from that CD, one needs to
upgrade and then install quite a lot of other applications using the
internet and apt sources. I am wondering if these packages, the ones not
already included in the installation CD, can also somehow be downloaded
separately into CDs (from a different computer, which has a high speed
internet connection) and then installed on the target computer through those
CDs only.
