Limiting Users Altering Desktop

One way I have done something similar to this in the past is to create a
user for the public to log in as. Get that user's home directory the
way you want it, and then use tar to make an archive.
You can then set up the PostSession variable in /etc/X11/gdm and have it
unpack the tar archive when the user logs out. This should put
everything back to your original configuration.
