I too suffered the same experience.  I have, until recently, been a Suse user 
and never suffered with this problem.  It was probably the only thing that 
made me consider giving up on [K]Ubuntu.

There are various 'solutions' around, from manually rewriting resolv.conf to 
what you need it to be and then changing the write permissions so that it is 
locked, to rewriting the scripts that seem to be buggering up the system so 
that it isn't buggered up quite so much.  All of the 'solutions' smack of 
being desperate hacks, to me at least.
