Did the clock show the correct time for UTC/GMT when the "Use UTC" was
ticked?
When doing the date command at the command prompt is it showing your
correct time zone and/or time.. ie..
$ date
Fri Oct 7 19:10:23 BST 2005
Does the time jump on reboot?

Not sure, doesn't look like it.
You might want to change the UTC option in the file /etc/default/rcS,
reboot and check the times.
