Creating new partition for user files

I don't think so. All file attributes will remain unchanged.

Just start nautilus with sudo ("sudo nautilus --browser" in a terminal),
show all hidden files (shouldn't be many, if any), and just copy the
content of your current /home folder, onto your new partition.
Copy only what's inside the /home folder, not the /home folder itself.
