Internet via Modem for all Users

Hi,

I am trying to set up an Ubuntu PC (5.10) for 20-25 user. The users are
supposed to use OOo, gimp and a few other apps. Also they are to be
allowed to use the internet using a modem (connected via serial port). I
have given them all rights exept to admin the system, including using
the internet and the dialup-modem. All users are part of the 'dialout'
group.

But:
It doesn't work! Every time a user tries to activate the modem and
establish an internet connection he is asked for the admin-password...

What am I missing??
