Why is 2.95 still around?

Some packages get miscompiled with gcc-4.0 on some architectures and
need to be compiled with an older gcc. I assume this is the case for
still having gcc-3.3 around. I don't know if this also applies to Ubuntu
as it doesn't support as many architectures as Debian.
