I don't have any problems using frequency scaling on my laptop! But ...

Default configuration just works fine. If not I have the possibility
to tweak it with the configuration file.
Maybe you can describe why you need to manually adjust frequency
speed. Then I guess it's easier for the developers to meet the needs
of most of the users.
