It turns out that Evolution WAS playing my .wav file. It was just SO
quiet that it could not be heard.
I fixed that with sox using this command:
sox -v 2.0 newmailsound.wav newmailsound_1.wav mask
I kinda cut and pasted and modified this command from the sox man page.
Not too sure what the "mask" part was for but it worked.
Some very interesting suggestions in these answers. Thanks!
