Absloute minimal Live CD

Hi All,
I have developed a computer driven mechanical device
for use in the training of cutting horses. It has been
in testing for several months now and is working
perfectly.
The device is controlled by a c++ program of my own
design. The program requires no GUI and minimal system
resources. It also runs as root because it needs
access to things that are only available to root.
I have one hurdle to clear before I can offer it to
the public. I need a live cd that will run on almost
any old pc with a cdrom. I hope that there is
something something out there to meet my needs so that
I will not have to create my own.
Basically, I want to copy files from a existing cd to
a directory on my system, copy my control program to
the root directory and burn everything back to cd.
Any help in finding such a cd or making one if
necessary will be greatly appreciated. If I have to
make on, I prefer to do a Ubuntu based system since
that is what is on my desktop and server.
