the "iphlpapi.dll" patch for wine?

I'm interested in playing with a network management app called
"Kaboodle", and apparently it runs under wine as long as you run the
"iphlpapi.dll" patch..
Does anyone know if that's still a requirement for the Ubuntu version of wine?
If so can someone explain how to add a "blah.patch" file to wine?
