Software updater / synaptic - lack of changelogs

When I'm upgrading packages, I like to view the changelog to see what
has changed, especially in things like the kernel etc.  But when I run
software updater after notified via the applet of new updates, 9 times
out of 10 when I click on the update, I get a message in the changelog
area that it isn't avialable or the server hasn't been updated yet. 
Either way if the package is available the changelog has to be out
there somewhere.

Is this a bug I should report to bugzilla or what?
