This is really a bit off topic for this list but first you need to
uninstall your previous deb version.

Next untar the file and look for an 'INSTALL' file (it's usually there).
This should give you detailed instructions.

To install into /usr/local (recommended) will involve something like:
'./configure; make; make install'.
