ran across this a little while back. Looks like the person that set
this up ported the debian web repository interface to ubu.
However, since you have other machines running ubu, you could copy the
.debs from /var/cache/apt/archives.
but really, 3 machines and no local network? you could setup a nat
connection on winxp or something and plug the ubu box into that and
use the network normally. It may even be possible to connect the two
machines via a serial, parallel, or usb cable and run ip over it.
