[Hoary]order cd's?, Ubuntu promotion at CeBIT and LinuxTag

I'm failing to understand what the big deal is; my understanding was
that if you signed up for CDs, you'd get warty CDs if they still have
any left.   When hoary is released, everybody who has an entry in the
shipit database will then get hoary CDs, independent of whether they
previously received warty CDs or not.  Why all the fuss about getting
a few extra CDs?  It would be nice if Canonical didn't have to pay for
them if the recipient only wants hoary CDs, obviously, but concern for
Canonical's finances doesn't seem to be the motivating factor for most
posters here.
