gnome-volume-manager supports autorun. It used to be enabled by
preference in the "Removable Drives and Media
Preferences" (http://tuggy.home.sapo.pt/gnome/gnome-volume-manager.png ), but I think it's now enabled by default. I don't know about KDE options.
If you run the gconf-editor (Applications/System Tools/Configuration
Editor), you can browse to /desktop/gnome/volume_manager to whether the
'autorun' key is checked and which programs will be run
('autorun_path'). You can also change both of those settings. I believe
this works, but I haven't burned a CD with autorun.
