Have you tried setting the 'other' (i.e. not your own) accounts to use
OSS rather than ESD? I ask because I've been doing some experimenting
with the problems you've described and it seems that the only way I can
get those other accounts sound to play  sound is by setting  the input
sources for those accounts to OSS. And I notice from your posts that
you've not mentioned using the OSS input source.

If you've already tried that, then sorry for bothering you #-o
