Is there any way to speed up apt-get ?

No need to go to Finland, just go down here in Frogland, weather is
better anyway !! ;o)

Being in London, I would assume you would get the best speeds. Hmmm, I
did recently talk to a linux friend in the UK near Swindon, he did
mention that they didn't yet have our speeds, and had only 1Mbps at
work, but that it would come soon.
You will probably get 20mbps like the rest of us, soon, probably this
year.
Actually I am surprised, I left the UK 4 years ago, and even back then I
remember seeing ads for 2Mbps ADSL connections, at the time in France,
we only just started to get affordable 512K ADSL !
I guess we now have the lead, probably not for long ;o) a matter of a
few months I assume....

But you are right, 1Mbps gives me a reliable 125KB/s, which is quite
good. It often takes more time for Synaptic to load the database at
startup, install the package, and update the database again, than it
takes to actually download the package !! :o)
