Is there any way to speed up apt-get ?

Wow. 700-800 Kilobytes/sec? Or do you mean kilobits? On my cable-modem
connection at home I'm happy with 100-130KB/sec. I'm assuming you're
at a company with a fibre connection or something.

Regardless, you're probably limited by what's on the *other* end. If
you need to update multiple computers, maybe take a look at
http://apt-proxy.sourceforge.net/. At least the *subsequent* fetches
of the same packages will be faster.
