gnome-terminal doesn't gain focus when I switch to it

This may be a related issue: when I click on a hyperlink in some programs -- the only one that comes to mind right now is emacs, as I am always in it -- Firefox doesn't start up on top, it's usually buried beneath many other windows. This is in Hoary.
