Does Kubuntu really need to be it's own distro?

As far as I've seen the kubuntu-users mail list is pretty dead.. very
little traffic over it at all.
Many Kubuntu issue's are not "KDE specific" and could just as easily
be dealt with under the main mail list, certainly from a "knowledge
base" perspective it would be better that way.
