switching languages without existing X session

hello everyone,

as the subject suggests, is there a way to switch locales without you 
need to save and restart session? thru command line perhaps? well i was 
just asking since i dont read chinese but sometimes it requires me to 
run linux in chinese since some auto-generated  javascripts requires a 
chinese web server.
