speed up the time it takes "tool tips" to pop up

Oh yes, indeed !!! I would give my kingdom to be able to turn all
tooltips OFF ! I just can't press a button without having this bloody
tooltips pop up !!! Drives me mad :o(  If only there could be a few
keys/ options in 'Gconf' to control the behavior of these tooltips, how
marvelous that would be !
It's in the same class as the "prelight" feature of the GTK themes,
which thankfully can be kind of turned off (not really, but the illusion
is mostly there).
