speed up the time it takes "tool tips" to pop up (for example in OpenOffice)

Oh, I discovered something else. When I do Ctrl+F1 or  Shift+F1,
(where the mouse cursor turns to a question mark), the extended tips
appear instantly!

I suppose the show--extended-tooltip-when- mouse-over-button  is
really supposed to be _not_ instant. I think this because, it may
bother many people when they don't want a tooltip (especially a long
one), and they just want to press the button.
But if I could somehow tweak it to make it just a bit faster, that
would be good.
