Even if you open two different terminals and execute a sudo command in
both with 3 seconds in between you need to enter your password twice.
sudo/gksudo or even sudo instances in different terminals do not share
timestamp. This is because tty_tickets is by default on in /etc/sudoers.
You can remove this flag if you want.
