This looks like something that would work.  I know nothing about
programing but it seems someone could hack on a copy of Ubuntu and do
the same thing.  Maybe someone is doing that even as we type..........

Stallion / Firefox Kiosk LiveCD). This version contains number of new
features and fixes including:

    * Improved skin
    * Better lock-in
    * Almost every unwanted key combination is disabled (Ctrl+Alt+Fn,
Ctrl+Alt+Backspace, special firefox keys)
    * Replaced Adobe Acrobat with Evince
    * Macromedia Flash player is still in
    * Improved user settings for easier customization
    * Screensaver
    * After a few minutes of inactivity, browser is restarted and
initial homepage is set up once again
    * Lots of other improvements and bug fixes
