That particular one is part of Enlightenment 17 (aka E-17), if I remember 
right.  No other desktops are quite as capable of doing it nicely so far.  

You might find a similar clock program in KDE's karamba, and in GNOME's 
gDesklets.  However, they're basically just hacks, that put windows with 
invisible borders on your screen.  To me, they're messy, rather than 
integrated.
