You're welcome!

When you re-install any package, it extract the files from that
package's file (whether it's cached on your hard-driveĀ¹, or
re-downloaded) and install all the files again retaining settings and
configurations (God, do I love Debian or what!).

I'm on a "128Kbps" downstream and I'm considering myself very lucky! :)

Footnotes:
     1. APT cached files can be found in "/var/cache/apt/archives".
        They're kept there after downloading them from the Internet for
        some time (about 7 days if I remember correctly), then they are
        deleted.  You could increase the amount if time they're kept
        there (if you wish) from "Synaptic Package Manager" settings.
