Best synaptic setting?

In "Preferences" of Synaptic, there is an option I can't realize which
option is best.

Package upgrade behaviour:
=Always prefer higher
=Always prefer the installed version
=Prefer version from (hoary - hoarysecure - unstable).

What should be the default?
What are the implicance of choosing one or another? There is a big
warning sign there, but it doesn't state how the sistem is afected.

SUGGESTION 1: Should be a box with a "reset to default option", since
I changed and I don't remember how it was. Even BIOS menues have this
option.
SUGGESTION 2: I have Ubuntu in English (american) and behavioUr is
English. Maybe I am wrong with this one, English is not my native
language.
