Beginner Video Game Programming

Hi,

Does anyone have suggestions for a simple
way to learn how to create video games?

My cousin is about 10 years old, he and his
friend have been wanting to learn how to make
their own video games. I realize the takes some
programming skills and that there are even colleges
devoted to game programming, but I would just like
to be able to give them a simple application they
could start using to: 

1) Get familar with programming concepts
2) Be creative and make simple games
3) Learn from and have fun
