Please read the post you comment on. The complaint is that you:
 a) can't provide security fixes without prior getting permission
    by the UoW. Sound's like you seldom dealt with University copyright
    departments (it tends to be nightmarish). So a known security
    fix might stall on an unresponsive university clerk.

 b) you can't provide a distribution compliant package that installs
    intp more sane places without much paperwork.
