svn-buildpackage: support for pre-commit and post-commit scripts

I use a Debian repository which uses pre-commit and post-commit
scripts to log and control who and what can be committed to the
repository.

[These scripts currently require some details to be entered
(specifically a bug/tracking number) before a 'svn commit' 
will be allowed.]

Would it be possible to create an option to 'svn-inject'
which can be used to pass options to svn. (eg. -m)
