packages from debian unstable missing in universe?

I guess it depends which Ubuntu you are running.  For Warty's
universe, only request-tracker3 is available, but in Hoary's universe,
request-tracker3.2 seems to be available.

You have to remember than Warty's Universe has been frozen since last summer.
